ROLE DESCRIPTION

Job Title: Technical Officer (M & E)Responsible to: Site Delivery Manager or Senior Technical Officer

Responsible For:Supporting the delivery of Core Services requirements to Primary, Child & Dependant Sites as laid down in the Output Specification.Maintaining the assets within the roles scope (i.e. M&E) safely ensuring that the functional and operational standards laid down in the Output Specification are met and that faults are rectified within the specified timescales.Managing the core services budget delegated to the role by the Site Delivery Manager for the delivery of the output specification.Assisting in the management of performance of the Supply Chain partners and their staff.Maintaining the asset data within the roles scope in the MIS system to ensure it is 100% accurate at all times.


Duties:Staff ManagementAssisting the SDM to manage and take responsibility for the function of the Site Delivery Office and dependencies to ensure that the Prime Contract is delivered on time and to budget.Attend Management meetings and Training seminars as required by Debut Management.Supply Chain ManagementAssisting in the management of the programme of works and services, including a schedule of inspections, to maintain all assets safely, ensuring that the functional and operational standards to deliver the Core Services requirement to Primary, Child & Dependant Sites as laid down in the Output Specification are met.Assisting in the production of specifications to ensure that works services are undertaken to current legislation, DE mandatory requirements, best practice guides and to provide best value to the contract within the budgets delegated by the Area Manager.Act as Principal Contractor andor Planning Supervisor as required.Budget ManagementManage the >£2.5k programme of reactive maintenance works and life cycle replacement works within the budget delegated by the SDM to maintain the assets within the scope of the role safely ensuring that the functional and operational standards laid down in the Output Specification are met.Assist in the project management of the programme of upgrade works within the budgets delegated by the area manager.Contribute to the preparation of annual cost plans and assist in reviewing performance against cost plan each month and initiate any remedial actions required.Authorise relevant payments to Supply Chain Partners within defined delegations.Assist in the preparation of cost plans for additional works outside of the scope of the contract.Performance ManagementProvide relevant information to the Performance Management System and review reports from system and implement any corrective action required.Deliver a programme of contract efficiencies to demonstrate the operational efficiency of full output specification delivery over the life of the contract.Undertake Quality and Environmental audits on works services and Suppliers as required.Prepare risk assessments and method statements as required and act as site representative for relevant QUENSH activities. Where the need is identified deliver the duties of a competent authorised person in accordance with the clients safety rules and procedures Interface ManagementDevelop and maintain the relationship with FM and SER.Develop and maintain the interface with Supply Chain partners.Assist in the promotion of a change culture within Debut, DE, supply chain and the customer organisation at site level to deliver continuous improvement.Assist in the management of the contract and local service level agreements with other DE projects and initiatives to deliver best value and performance to the customer and contract.Work alongside the Core Works team providing local interface and advice on lifecycle costing and RCM implications.Assist the SDM to manage, promote and implement site level partnership charter with the supply chain, DE and customer and conduct regular reviews..

Skills required:Professionally Qualified or demonstrate that they are working towards it, with at least 10 years experience in the building maintenance industry preferably within the MOD estate. Proven track record of core services delivery across a wide range of activities with experience of managing teams of professional and technical staff. A comprehensive operating knowledge of contract financial management, ideally having had experience of managing P&Ls. Applicant to understand the principles of Prime Contracting and have had experience in supply chain management and partnership arrangements.




PERSON SPECIFICATION

Job Title: Technical Officer (M &E)

Professional Qualifications required:The applicant should be qualified to HNDHNC levels in a technical discipline, or have a minimum of 10 years suitable responsible experience in addition to having a good knowledge of relevant techniques and processes.

Experience (Technical and Managerial)Essential: Will have at least 5 years experience preferably within a maintenance environment and management and procurement of subcontracted services including writing specifications and basic designs. This will be primarily in the delivery of M & E ServicesDesirable: Previous experience within the MOD estate. Previous experience of operating within a performance management system.

KnowledgeEssential:. Current legislation and industry best practice methodology.Desirable: Applicant to understand the principles of Prime Contracting .
