The Highways Agency (HA) is part of the Department for Transport (DfT).

We’re responsible for overseeing and improving England’s motorways and trunk roads to ensure safe and reliable long distance journeys.

The 4,818 miles/7,754 km of motorways and trunk roads we look after not only provide a vital service to businesses up and down the country, they also have a major impact on our lives and our communities.

We therefore have a duty to provide the best possible service for every road user. By managing traffic and creating more informed travellers, we can improve road safety, reduce congestion and make our roads easier to use.

The HA in its role as a network operator, now has responsibilities to respond to and deal with emergencies that occur on the strategic road network, both independently and in support of the emergency services.

As a Category Two responder under the Civil Contingencies Act 2004, the HA has contingency plans at National, Regional and Local level. To discharge the responsibilities under the Act, the HA must also work with both regional and local resilience forums, which deal with contingency planning and risk assessment within communities.

The HA has a central ‘Network Resilience Team’, which sets the policy, and is placing a professional emergency planner in each of the 7 HA Regions.

The emergency planning team plays a key role in planning for, protecting and maintaining public safety. Emergency planning professionals work as part of a multi agency/multi disciplinary team to anticipate and respond to threats to public safety, such as acts of terrorism, natural disasters and major industrial accidents.
